The site was previously identified in the emerging Castle Point Local Plan for housing development.
Following consultation earlier in the year, Persimmon has considered the feedback received and has developed detailed proposals. We now want to update the community on these proposals and give a further opportunity for you to have your say ahead of submitting a planning application to Castle Point Borough Council.
300 homes are currently proposed on site.
40% of the proposed new homes will be provided as affordable homes. These are homes that are controlled by a Registered Social Landlord for sale or rent. This would equate to 120 new affordable homes for the local community (based on a 300-home scheme).
Castle Point Borough Council has previously concluded that there is not sufficient land outside the Green Belt for it to meet its housing need, and therefore segments of the Green Belt were designated for release in the previously drafted Local Plan. A revised version of this Plan is yet to be published. This site was identified as a suitable location for development without adverse impact on the remaining Green Belt.
Vehicle access to the site will provided via a new roundabout junction on the A130 Canvey Road to the north of the existing Canvey Road / Canvey Way / Roscommon Way roundabout in line with the local plan policy for this site. There will also be a secondary emergency-only access from Dyke Crescent.
Pedestrian and cycle connections are provided to the existing residential areas to the south and east. Links will also be provided to the north.
This is a matter that will be investigated as part of any forthcoming planning application and a full assessment will be made publicly available as part of any planning application submission.
Detailed conversations have been had with Anglian Water, the Environment Agency and the Lead Local Flood Authority about the flood risk and drainage issues that need to be investigated and mitigated as part of this development. This work has informed the emerging masterplan proposals and further detailed work will be included in the subsequent planning application. The discussions to date have clarified the necessary mitigation measures to be designed into the scheme.
The site will follow sustainable drainage principles with green infrastructure reducing surface water runoff from the site, particularly in large rainfall events. Tidal flood risk is mitigated by the existing flood defences for Canvey Island.

Persimmon has developed a strategy which will create a landscape for the new development that reflects the special qualities of Canvey Island and the wider landscape in which the Site is set.
We have been undertaking ecological surveys throughout 2021 to identify the existing ecological value of the site. This will allow a Biodiversity Enhancement Scheme to be prepared for submission with the application.

Following this consultation, we will consider feedback and update the proposals where feasible. Our ambition is to submit a planning application to Castle Point Borough Council before the end of the year.
